Last VSO meeting at the Pentagon.
Reports issued by the Special Assistant for Gulf War Illnesses,
Medical Readiness and Military Deployments.
OSAGWI/MR/MD released three final Gulf-War related
reports. In each case, they claim there was no evidence to
confirm that military personnel were exposed to chemical
warfare agents.
in the 2d Reconnaissance Battalion," investigated the medical
evidence of several Marines who developed blisters on their hands.
Concerns were raised about possible chemical warfare agent
exposure. An analysis of the available evidence concluded the
Marines involved in this incident were unlikely to have been
exposed to chemical warfare agents.
This report was written and researched by Tom Sellers, Tom was
an html website builder who was tasked to produce this document
because he held a TS clearance and there was a position open for
a senior investigator in SKY 1. Even though Tom was brand new to
the investigative process he did a good job of gathering the facts
and coming to a conclusion. My problem with this report as with
many others is that OSAGWI conclusively states that no chem/bio
agents caused the blister but they offer no explanation of what did
happen! Mr Sellers stated while briefing his case that “ Its easier to
rule something out than to prove what happened”.
Warfare Agent Release at Al Muthanna, February 8, 1991," modeled
possible release of chemical warfare agents. Investigators concluded
that U.S. servicemembers definitely were not exposed to chemical
warfare agents resulting from Coalition air attacks on munitions bunkers
at the Al Muthanna chemical weapons storage site in Iraq.
There is much to dispute about this report. The first thing that struck
me was the certainty of which they claim soldiers were not exposed,
the only definition of exposure that OSAGWI will believe in is death,
if people didn’t die then nothing happened. The question I asked was
this:
#1. Since this was a known CW/BW site prior to the ground
war was predictive analysis done prior to the bombing.
Yes was the answer
#2. Besides AlMuthanna are there any CW/BW sites that were

identified pre-war, and bombed during the war where predictive
analysis has not been conducted to determine downwind hazards
to U.S. Gulf War forces? It took several seconds for Larry Sipos
to answer, Yes which is translated to mean that there are sites that

have not been investigated that have exposure potential.
The third, "Fox Detections in an ASP/Orchard," investigated reports of
possible chemical warfare agent detections in an ammunition supply
point southwest of Kuwait City, Kuwait. Investigators reaffirmed their
original assessment that it is unlikely that chemical weapons or chemical
warfare agents were stored at the ammunition supply point.
This report is much the same as all other OSAGWI reports in that it
discounts veteran reports and does not focus on the key issues. The
report talks about rounds with unusual markings, some people also
speculate that there were US supplied munitions at this location.
Anthrax Vaccine was also a discussion at the meeting. The AVIP
coordinator LTC Grabinstien came to reassure us that the vaccine
was A OK and Bioport was on track for approval. He gave some new
numbers, 2.1 million doses given, 522,000 soldiers vaccinated, 18
Safety studies.
Others and I raised the following questions: When will we see the long-
term study done by DoD or Bioport or anyone to determine if the 100%
increase in the protective antigen is harmful?
LTC Grabinstien: Were not aware of any problems related to that.
What is your position on the findings of the GAO?
LTC Grabinstien: We await the FDA’s approval, in fact I know that…….
(long pause) I should wait,…………………… the program is on track.
Walter Reed has stood up a vaccine health center, costing millions of
dollars. The program is based on phase 3 CCEP guidelines, why
have 2 overlapping programs using the same methodology (teaching
coping skills for those who have adverse reactions)?
LTC Grabinstien: Although the center does incorporate the CCEP
guidelines it is not the only methodology used.
Do you believe people can have systemic adverse reactions to the
anthrax vaccine and if so why not establish a program at this new
vaccine center that insures veterans are compensated when they
become ill due to the vaccine, why just throw those people out?
LTC Grabinstien: Yes they can, we have a lot to learn about what
steps are needed to take care of those folks, they are in a tough
spot. Its hard to prove that the vaccine caused their illness.
